[xubuntu-users] Setting default favorites in whiskermenu

Hi,

I am planning on using Xubuntu for a terminal server, and would like to set
some default favorites for my users, that is more aligned with their needs,
than the defaults provided by Xubuntu. I can see that favorites are set in
~/.config/xfce4/panel/whiskermenu-1.rc, and the defaults are taken from
/usr/share/xfce4/whiskermenu/defaults.rc. I was hoping there would be a
config file in /etc that would be thrown in the mix, since changes to
defaults.rc in /usr would be overwritten when new versions of the package
xubuntu-default-settings gets installed.

What is the recommended process here?

Should I just roll out a whiskermenu-1.rc into all users homedirs?
Or edit defaults.rc and live with having to reapply those changes everytime
an update rolls out?
Or is there actually a third file, that I have just been unable to find,
that can be used for this scenario?

Please note that I am not interested in pinning anything down, I just want
to provide different defaults than Xubuntu does.
