Unfortunately you ripped the reply out of the context, so I can only reply
to some of you email, but... Could you please package the newer version of
xfce4-xkb-plugin? Sure, most people here would like to see Xubuntu
successful, but nobody (AFAIK) can do wonders so all the objections you can
think of for not packaging it apply to most people...
