Hmmm, this is strange. My  /etc/xdg/xfce4/xinitrc contains the line

test -r $HOME/.Xmodmap && xmodmap $HOME/.Xmodmap

but it seems that the command is not executed. I always have to type the 
line in a terminal.

Putting it into

~/.config/xfce4/xinitrc


does not work either.
