I've been using Ubuntu since 2004 and various other flavours before that and I've never really encountered such problems. Then again, I also steer clear of hardware that is known to not support Linux.
You cannot blame Ubuntu for ATI's cruddy drivers. Anyone who's has been in the Linux world knows to avoid ATI like the plague.
What you are also missing is that every new version of Windows has the exact same driver problems.
So far 13.04 has been working fine for me, I upgraded a few weeks before the beta.
