I think Danilo, Henning or Jeroen will be able to better answer that
question.
Plural forms are defined here in Launchpad ->
https://translations.launchpad.net/+languages/sl . This is a one-time
definition and it doesn't change unless a Rosetta admin changes this
manually. If I'm not mistaken, this is used to generate the plural forms
section on of the header when exporting translations as PO files from
the Launchpad database (e.g. when creating language packs or when
manually downloading PO files), so I believe this wouldn't be a concern.
But please take this with a pinch of salt and wait until the LP
translations guys can confirm or correct this.
In any case, you are mentioning that Slovenian has only got one plural
form and it is consistent across Ubuntu and GNOME. However, I see that
this is currently not the case, so which is the correct form?:
From https://translations.edge.launchpad.net/+languages/sl
nplurals=4; plural=(n%100==1 ? 1 : n%100==2 ? 2 : n%100==3 || n%100==4 ?
3 : 0)
From http://l10n.gnome.org/teams/sl
nplurals=4; plural=(n%100==1 ? 0 : n%100==2 ? 1 : n%100==3 || n%100==4 ?
2 : 3)

As Danilo mentioned, it would be technically possible, but the Launchpad
Translations team cannot possibly cope with such fine-grained requests
due to the big number of teams. For individual packages you can just use
the 'Changed in Launchpad' filter -although I agree that depending on
the team it can be tedious to do this manually if, let's say, a package
has 1000 translations different from 'Packaged'. In any case, this
should be a one-time effort, but again, I'll let the LP translations
guys to answer this one.
As you are mentioning the Slovenian translations team, and as I'm
guessing you are the team coordinator, I'd like to point you out to a
couple of discussions we've been having recently regarding the quality
of translations [1] [2].
May I ask you to be a team contact for the Slovenian team and add you
name to the list here [3] and share your experiences on the workflow of
the Slovenian team here [4]?
Thanks a lot!
Regards,
David.
