On accepting new policies (was: Key Team Election Policy)

Is this based on any (Scott Kitterman's proposal?) policy? If so I was unaware
of it.

I think we need some sort of policy regarding when some proposal can be declared
accepted. Specially since in this call Michael isn't a MOTU, so if this is a
precedent, anyone could come and say "let's do this, if noone objects in X hours
it will be official".

(I'm not criticizing this call, since I know Michael was backed up by MOTUs, but
I think it's usually hard to say when something should be policy and when it
isn't yet, unlike with the MOTU Council).
