Maintainer fields for main/restricted

the Maintainer fields for main/restricted point to ubuntu-devel.

says that ubuntu-devel is, among other things, for:

 * Point of contact for upstream developers to reach Ubuntu developers

... while ubuntu-devel-discuss is, among other things, for:

 * Point of contact for Ubuntu users to reach Ubuntu developers

Would ubuntu-devel-discuss now be a more appropriate setting for our
Maintainer fields?
