gnome-panel creates its initial configuration based
on /usr/share/gconf/schemas/panel-default-setup.entries or, if the
computer is a laptop,
on /usr/share/gconf/schemas/panel-default-setup-laptop.entries
So you were looking at the correct place if you're not using a laptop.
