Thanks for the suggestion, but that doesn't seem to be it.
I moved /etc/kderc aside temporarily, but that still didn't allow my
changes to the kdm login screen or the desktop splash screen to stick,
though it did break several things on the desktop once I had logged
in: the desktop backgroud was gone, kicker complained about not being
able to load applets, and the taskbar, system tray and clock were all
missing.
