Defining rotating chairs for the DMB meetings

Well, it also means that if you miss the meeting where it was your turn 
then you end up not chairing before another 3.5 months. And if the 
chair/backup are missing then we end up having no deterministic process 
to select the chair and need to go back to 'wait for someone to step up'.

Those are minors issues though, I will be happy to follow the consensus.
