I have successfully upgraded Xubuntu 22.04 to 24.04 on two machines using
the forced do-release-upgrade -d when unsuccessful in upgrading from the
.iso file.
I have noted that many distribution's 2024 installers want your machine to
have already prepared /boot/EFI partitions which are sized > 1G or you
receive errors at random places in the install process. If you have less
than 16G RAM, you also seem to need a swap partition of at least 2G in size
prior to the install process if you are not allowing the installation
process to take all drive space. At least that has been my experience on a
12G RAM, Athlon II x 4, 1.5T HDD partitioned GPT booting from a boot sector
partition.
