You may need to use your phone as a hot spot. Then it becomes your WiFi access
point.

I don't know of way around this UNLESS you find a setting that allows updates
via a cellular connection. I Googled for "android allow update cellular" and
found a hit for Samsung phones. Sometimes settings are in different places on
phones from different manufacturers.
