[xubuntu-users] Installing a .deb file

I use my mobile phone to connect to the Internet and so the connection 
is metered and I seldom have access to a WiFi connection. I use Synaptic 
to search for applications but sometimes Software finds applications 
that Synaptic doesn't.

Another related off topic problem is that my phone's Android OS won't 
allow me to update the OS on a metered connection. I cannot find a 
setting to solve this either.
