Think about x2go. I used it under Linux. It some times balks for a couple of very WYSIWYG apps butt is the best that I've come across. There appears to be Windows clients. It uses SSH tunnels.

Subject: [xubuntu-users] Desktop Sharing on Bionic

I would like to setup a VNC server so that I can "share" my desktop with a
Windows system. Can anyone point me to a good guide on doing this. It's
apparently pretty easy in Ubuntu but not a feature of Xubuntu. I've found
old guides that are too out of date for 18.04 and I've also found some
guides for setting up VNC for remote computing (which is not what I want to
do).
