And also when I do the command chmod 744... the other user reverts it automatically.
Isn't there any other command for the admin to be the only one that can change the background?

Hi João,

I'd set access rights to 744 or similar for this file:
~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-desktop.xml

So anyone still can read the file but only you (or the respective user) can write it.
