Regrettably, some of us work full time and have active lives that make
inserting this into already-crammed schedules somewhat difficult.  I
wish could do more, but I need to sleep, too.

I will add, though, that this was not a problem in Xubuntu 12.04, so I
suspect something broke between that release's xfwm4 and this one.
And yes, I know that two years' worth of changes can let things sneak
in or slip through the cracks.  At my work, it rarely takes that long
for something to get broken.  :-)
