[xubuntu-users] Missing Boot-Up Splash Screen

the reason /usr/lib/plymouth/themes is mentioned is because that's where
Plymouth reads it's themes from, and that's likely your problem: the folder
isn't there, either that, or Plymouth itself isn't installed properly.
