It sounds like there is a separator in the right side of the panel that
is set to expand (fill space).  Here's how I would check for that in
12.04; I expect 12.10 to work similarly:

Bring up the preferences for the panel, then look in the Items tab for
Separator items, particularly at the bottom of the list.  You can check
the settings for a specific Separator by selecting it, then clicking on
the "edit" button on the right (2nd from the bottom).
