[xubuntu-users] 12.10 needs keyboard setting for English (Ireland)

I just installed Xubuntu 11.04 on an old desktop, replacing Ubuntu 10.4. 
I then upgraded to Xubuntu 11.10, 12.04, and 12.10 and everything went 
fine except that I can no longer find the keyboard setting I used 
before, which let me produce a wide selection of useful Unicode 
punctuation and utility characters as well as the accented vowels of the 
Roman alphabet.

I live in Ireland, and Ubuntu had a setting for English (Ireland) which 
is absent from Xubuntu. Is there somewhere this setting can be downloaded?

Some time ago, for reference, I published the exact set of characters 
this setting produced at http://silmaril.ie/linux/keyboard.pdf

The default English (UK) setting in Xubuntu hardly produces any of these 
characters at all, and is useless if you need to work in other European 
languages, or use the publishing symbols it makes available.

(Note that this is NOT the "Irish Unicode Expert" keyboard setting, 
which is intended for writing in the Irish language, which I don't need.)
