It could happen because of bad mirror server with xubuntu/ubuntu release
packages on it.
I don`t say that is the problem, but that was cause for misbehavior at
my place.
That happened if regional server for updates is selected during install
(by selecting regional settings) other then main mirror is used.
Try selecting another mirror server close to you, for doing updates.
Per example, When I installed my testing 9.10 with localized settings,
local mirror still had older, testing packages in it.
I downloaded and installed OOo and other packages ,
and was affected with problems with older packages installed on newer
release.
After changing mirror and re-downloading all those packages again as
updates, system stabilized.
