It's almost Alpha 2. Taking the time to write the detailed
specification, others reading it and once it done, testing it will take
time. At that point it's pretty much too late to work on any possible
regressions.
Yes sure, there shouldn't be any, but we can't build our OS blindfolded,
closing our eyes to any possible negative things.

It covers every Xubuntu installation. While it might be trivial
technically, it is still a major change.

As Elizabeth says in the next paragraph, you are free to work on it
already, but decisions about it will be made later, at the beginning of
the next cycle.
