The classic answer for a mailing list is Mailman or Majordomo.  (Of 
course Majordomo is gone code stale, and only works on old perl...)

That all said, be aware that is it very easy for a listserv to end up on 
spam block lists.  And if it is your primary mail server as well, things 
get ugly fast.
