There may be others that I don't know about.
try the cape IT initiative (CITI). They are using public libraries as a
way to get more IT usage and availability. The library staff manage to
the day to day use of the system. Users can do what they want on the
system but are limited to 45min at a time. This is free.
I have seen their installations in some libraries and they work. Based
on using open source on the server and thin clients at the user side.
