I just used synaptic to install it, and I could immediately browse to
http://localhost:3142/
which explains a little bit of how to start using it.

you can configure it by editing /etc/apt-cacher-ng/acng.conf
in there you can specify the cache folder.
I think if you cahnged somethign in there you need to restart it eg:
sudo /etc/init.d/apt-cacher-ng restart
