This is some correspondence that I had on the issue. In a nutshell, the
suggestion given to me was to use
wvdial.

Hi Phillip
I resorted to using a command-line program called wvdial to connect to
internet. The internet connection software that comes with Ubuntu did
not have any possibility of configuration (as far as I could tell). As
a bonus, one of the options that I found in wvdial ( start pppd
immediately ) caused my dial-up internet connections to work better. I
connect to internet via dial-up to Telkom Internet and I was often
getting my connection dropped upon logging in. This added option has now
made connecting effortless. I highly recommend using wvdial. Once
configured you simply type "sudo wvdial" to connect.
On the gprs side, I have managed to get gprs working, but that was on a
previous system that used Mandrake. I have not yet setup gprs on my
Ubuntu system. If you are interested I will send you the scripts I used
and I am sure you will be able to figure out how to adapt this to Ubuntu.
