This was never proposed.

I simply suggested that since moderation-related requests (and other
questions that mailing list admins are best equipped to answer) come
into the #ubuntu-women channel, we should have least one of the new
admins be a sustained contributor from there who can respond to these
requests.

Hopefully this clears things up :)
