Hello everyone :)
A quick answer, due to (work, life etc.), my time has been limited recently.
Regarding the forums, U-W is in the Third Party projects area:

I'm not sure what an "unofficial" tag would mean. There is a sub-forum
because the project does not have a forum of its own (that's the only
limitation I know).
Of course, it is not obvious to identify female forum members by their
nicknames. Based on the reported posts (where we spot most of the spam
and rude comments) there are very little inappropriate posts regarding
women, and all staff jump pretty quickly on these when they show up.
The forums being so huge, I cannot say we see all of them, but when
posts get reported as being rude or derogatory (regarding any
sub-group, not only women) they get much attention.

There was a poll set up long ago, showing about 6% female members:

I'm not sure it is still accurate, and how these women are involved in
the overall Ubuntu community and projects. May be it is time that we
think about another survey (and not only a forums poll)?
Unfortunately, I do not have any skill in this area..
