Saludos, yo resolví en mis Debian viejos de la siguiente manera:
.- Descarga el timezone de: https://www.iana.org/time-zones el archivo
*Time Zone Data v. 2016d*
.- Descomprimes el archivo en una carpeta temporal cualquiera
.- Entras en el directorio donde descomprimiste y ejecutas #zic
southamerica como root
.- y por ultimo copias el archivo /usr/share/zoneinfo/America/Caracas en
/etc/localtime
cp /usr/share/zoneinfo/America/Caracas /etc/localtime
Avísame si te funciona
