So just to check, you did these steps:
- installed the OpenVPN stuff into NetworkManager
- opened Network Settings
- clicked the VPN "+" sign
- selected the option to "Import a file"
- imported a .ovpn file
- clicked the slider to turn on the newly imported VPN

At this point, did you see a little VPN indicator appear beside the
network indicator(s)?

Why exactly do you way the VPN is not working? what did you expect to
see that you do not see? Or expect not to see that you DO see?

And finally, where did the .ovpn file come from that you imported?
