Network Manager restarts dnsmasq, overriding systemd

I think the problem here is that Network Manager believes that it is
Managing the Network. I don't know whether it is possible to do what
you want, but I suspect it may not be. If you don't want network
manager to manage the network then it might be better to not use it.
