Network Manager restarts dnsmasq, overriding systemd

It seems that Network Manager thinks it's more important than systemd! :-)

I am running [x]ubuntu 21.10 with dnsmasq for DNS and systemd.resolved
disabled.

If I stop dnsmasq using "stop dnsmasq.service" then I find that there
is a dnsmasq still running although systemd thinks it's stopped.

On investigation I find that it's Network Manager that is restarting
dnsmasq and it will keep restarting it even if one kills dnsmasq. 
This is hardly a good idea surely, it should be possible to stop a
service if one wants to.

How can one tell Network Manager (presumably some configuration) not
to start/restart dnsmasq?
