I'm not aware of any available update for C64, ST, TT etc., at least
not as an official offer. I replaced the TOS ROMs of my ST by ROMs of
another official TOS release, but AFAIK doing this wasn't offered by
Atari. I don't remember, if it was an upgrade or a downgrade, users
that time wanted a dedicated release. I replaced the kernel ROM of my
C64 by a self burned EPROM, containing a kernel, that even wasn't from
Commodore. I can't comment older Commodore computers or the Amiga, but
I doubt Commodore ever offered updates to consumers.
