scanner not working but driver files all present

I have an old old Brother DCP-7200, and unfortunately the scanner driver
seems to "break" again with every LTS release. Sadly, the drivers are
"closed source" AND the Brother Debian / Ubuntu packages are written
poorly. Look at my updates to this bug:

I did notice recently that someone recently went through and updated the
linux installation information on the Brother Web site -- look up your
printer on the Brother Linux site  and see if you find some notes telling
you exactly how to fix it. The (unfortunate) procedure is to install the
broken Brother drivers and "fix" them by moving the files to the place
where SANE looks for the libraries nowadays.
