I don't know why I never think of this, but I have commented extensively on
the bug below, which is directly relevant to the original poster's question:

https://bugs.launchpad.net/ubuntu/+source/cups/+bug/701856

I have a Brother DCP 7020 (which happens to use the same driver as the OP's
scanner) and every time I upgrade Ubuntu I have to figure out what has
changed THIS time, so I keep the bug updated. That way all I have to do is
open the bug when I need to install it again. Here's my update for Ubuntu
18.04 LTS "Bionic," which I resolved by using the SANE diagnostics to see
where SANE is looking for the drivers. (It has changed several times over
the years.)

As you might have guessed, I haven't yet upgraded that machine to Ubuntu
20.04 "Focal," so I don't know if the procedure has changed again. Sometime
very recently someone at Brother has updated their website with FAQs that
uses a procedure similar to my procedure, so all I have to say is "look for
the information on the Brother website." But it's ugly -- they COULD fix
the drivers to install the drivers in the correct directories in the first
place.

I have written Brother several times since I bought the printer (which must
be ten or more years ago at this point) begging them to please update the
drivers to work properly with the latest Ubuntu releases. They have
responded politely, but noncommittally.

I hope someday Brother might release the SANE drivers as open source to the
SANE people so maybe someday we won't have to fiddle with these things any
more.
