To run Settings on standard Ubuntu (Gnome) you run it like any other
app. Hit the Super key and type Settings in the search field. In
fact if you type
touch
in the search field it will take you straight to the touchpad settings.
I am not sure how much documentation you need for an on/off switch
labelled Touchpad.
