rebuild from soruces with local mods?

I need to rebuild the openssl package to re-enable some older optims
that are no longer enabled by default. Before anyone tells me this is a bad
idea, I will explain why I need to do this. I have 400+ devices installed
that do not support modern ssl. Good news is that they are on a protected
internal network. Bad news is this is a significant failure of the
manufacturer of these devices. 

So, I need to pass some options to the config step of the build. I want the
resultant binaries to _replace_ the default Ubuntu ones. I fond this page,

Which has most of what I need, but it demonstrates modifying the source
code, not changing config options.

Can someone give me an idea how to approach this task?
