Questions about Ubuntu 18.04 live/install ISO

I am trying to run/install Ubuntu 18.04 in a VM on my CentOS 6 Laptop and it 
is never coming up.  The boot process seems to be looping.  I have two 
questions:

Does live/install ISO Ubuntu 18.04 need a connection to the public Internet to 
come up?  I only have dialup Internet and initially, the network will be to a 
closed vlan.  Is the a problem?

Also, I have only allocated 1G of RAM to the VM.  Is this too little?
