Questions about Ubuntu 18.04 live/install ISO

it should definitely not require network to have anything come up on
screen (there are some features in the installer that require
networking but i don't think they are enabled by default (i.e. apply
security updates directly during install or downloading the multimedia
codecs) and usually offer you a check box to turn them on/off in the
first installer screen...
1GB seems pretty low for running a desktop install though, i'd try with
at least 2G or even 4 if you can ...
(it might also be relevant what kind of VM this is and if it has
GL/GLES support)
