Where are network tools on focal fossa

Looking around on Focal Fossa while having a network problem ... I did
not find any handy tools on the menu... One would expect something
under `system tools', but I do not recognize anthing there to be
networking type tool

In an older running OS also focal fossa, I see an icon on panel of two
computers which raising networking stuff, but on a new install of this
morning I see no such thing.

OK fine, back to `ifconfig' and `route' but oops well neither is
installed.


Once install of net-tools has occurred I find that those tools will not
raise a network.

Even though it looks right in netstat -nr ... its an illusion... and
no workee.

So what is the preferred `modern' way to raise a network by hand?  If
I want to assign a working IP and default route?

I see at least `ip' is installed during a new install, but to me that
is a messy, nasty tool to use, and I don't really know how to use it.

Man page, not withstanding .. `ip' is a rough sled.

I guess `systemctl restart network-manager' ... but no way to assign an IP
