Update for UbuntuMATE 16.04.6 broke the GUI

On my 18.04.3 system, in the seconduser home directory, is a .conf
directory, which contains a file named user .

But, that file, when clicked with the non-dominant mouse button, does
not provide an option for opening the file with a text editor, so, I
assume that it is not to be edited.
