Thanks but this does not appear to make any difference - it's the same
library set - libav-tools.  If the app name was changed back, it
doesn't show in 'which.'  apt-cache shows the same info for
libav-tools as noted - version 9.18 is the most recent available.

Does anyone with 16.04 have a more recent version of either (avconv or ffmpeg)?
