trusty (14.04) has avconv 9.18 (and no ffmpeg) 
xenial (16.04) has ffmpeg 2.8.6 (and no more avconv)
yakkety (16.10) has ffmpeg 3.0.2 (and no more avconv)

in the releases without avconv libav-tools is an empty transitional
package.
