as ralf pointed out in the LTS links, usually upstream versions do not
get updated in LTS releases, only bug and security fixes get worked into
the existing version (the ubuntu0.14.04.1 in the version string
indicates that this actually happened for this package).
you could try to request a backport of the package from 16.04 if you
urgently need the new version through the process at:
https://wiki.ubuntu.com/UbuntuBackports
but note that debian and ubuntu dropped libav as upstream for this
package between the two LTS versions and switched back to ffmpeg after
the political issues in their community settled:
on 14.04:
apt show libav-tools
Package: libav-tools
...
Version: 6:9.18-0ubuntu0.14.04.1
...
Homepage: http://libav.org/
...
on 16.04:
apt show libav-tools
