How Come I Cannot Download the Latest Ubuntu 15.04 Desktop?

Start from www.ubuntu.com, click on Download in the orange bar along
the top, click on Ubuntu Desktop under Get Ubuntu, click on the orange
Download button for 14.04.3 LTS. What do you see? I see a page where
the dominant button is Pay with Paypal and Not now take me to the
download is less prominent.
