How Come I Cannot Download the Latest Ubuntu 15.04 Desktop?

Clicked on what?

Along the top of that page are various drop-down menus; towards the
right, just to the left of a search box, is a menu option "Download".
Click on that and you end up on a downloads page where everything you
could possibly want is available for download, free.

I recommend that you go down to the bottom of the page and click on
"Alternative Downloads", then scroll down to "BitTorrent and choose the
appropriate torrent. It's WAY faster than a straight download.
