PC does not power down AND screen does not recover

I know this is not a solution to your problem, but IMHO it would be 
better to reboot the machine: Press Ctrl-Alt-F1 and wait a few seconds. 
Then press Ctrl-Alt-Del and the machine should reboot.

As an alternative you could also try if it helps to first switch to a VT 
with Ctrl-Alt-F1 and then return to the GUI with Ctrl-Alt-F7.

I don't see a reason why it should not belong here. While there is a 
list for Lubuntu [2], Lubuntu is still part of the Ubuntu family and 
there may still be someone here who can help with your problem.

When the machine suspends, the screen should be switched off, so that 
should be OK. But probably you mean it stays black if you try to wake it 
up again. Then I think I would call it a bug.
