Weird application menu behaviour

Take a look here: http://www.florian-diesch.de/software/unsettings/ at 
Unsettings.  It has a option to turn off the global menu, is I think how 
I got rid of them dropping down from the top bar. Also has an option to 
turn off the overlay scroll bars .

Can't help you here.
