That is exactly what I needed. many thanks! This is almost identical to
unity-tweak-tool and gnome-tweak-tool, bit neither of them has the
menu-bar-on-the-window option.
Presumably all these tweaks are done by setting values in configuration
files - but where are all the multitudinous possibilities documented?
Odd that so many things are possible, and yet so little access to them
is provided.

But you did! With the menu bar on the window, not global, the menus work
as they should.
Now if I could just work out why "spread all windows" sometimes doesn't
actually render some windows - just their outlines when I mouse over
them. Irritating but not a dealbreaker.
