reporting kernel bugs

How do I report kernel bugs to Launchpad via the command line? I've been
noticing my system locking up and today decided to go through my syslog
snippets thoroughly and noticed this each time there was a lockup:

Dec 13 14:40:57 localhost kernel: [154858.820009]
[drm:i915_hangcheck_elapsed] *ERROR* Hangcheck timer elapsed... render
ring idle

Doing some Googling I see that this goes back as far as 12.04 that I can
see.
