Ubuntu 13.04 - USB Mouse and Touchpad settings different

Hi, to add more to this, I have noticed the following strange behaviour..
The behaviour of the touchpad is different in a handful of applications,
namely:

- *Ubuntu Software Centre*
- *dconf-editor*


Interestingly, if I enter *dconf-editor*, and change the setting:
*org.gnome.settings-daemon.peripherals.touchpad.natural-scroll
*setting to "false" (the default), then the behaviour of the mouse flips.
 In the two applications listed above, moving two fingers down on the
touchpad scrolls down (like I would like), and in other applications,
scrolling down moves the page up!

Can anyone suggest anything that might help me troubleshoot it?
